Neck machines should always be a part of  a strength training facility, as well as a recorded neck strength measurement of the attending athletic population. 

A training regime must be all inclusive. Each anatomical area of one’s anatomy is equally important in protecting the athlete, as well as enhancing performance. Neglect nothing. Train the entire system.
